missing dll file?

I am trying to start the game but get this error massage:

The program can not start because XINPUT1_3.dll missing from your computer. Try to install the program again to correct this problem.

I have reinstall this game more and more, and that massage still comes up.

can someone help me? pliz. :?:

And if previous link didn't help you, you can try my way: simply install dll fixed tool which you can download here http://fix4dll.com/xinput1_3_dll, It helped me before, and I think will help you too.
